Brussels PEB certificate: 5 steps to prepare

Selling, renting or renovating in Brussels? Prepare your PEB certificate, gather useful evidence and check the rules that apply to your property.

Are you selling, letting or planning work on a home in Brussels? Its PEB energy performance certificate is an important part of the property file. Start by identifying your project and gathering what you already know about the building. These five steps will help you organise certification and ask the right questions.

1. Define your project

Write down the property’s address, its type and your purpose: selling, letting, renovating or preparing a decision for a co-owned building. Look for an existing certificate. Having a document does not automatically mean it can still be used: its validity and the property’s situation need checking.

A certificate normally lasts ten years. Check that it remains valid and report any work carried out since it was issued: Brussels Environment explains when updates or revocation may apply.

2. Check the rules that apply

For an individual home covered by the rules and measuring at least 18 m² in Brussels, the certificate must be issued before the property is offered for sale or rent. Arrange it before advertising, following the official certification rules.

The requirement to hold a certificate and a building’s renovation targets are separate matters. Rules can depend on the property, the proposed transaction or work, and when the relevant provisions take effect. Check the targets and requirements published by Brussels Environment before setting your timetable.

Rent indexation requires, among other conditions, a registered lease and a valid PEB certificate supplied to the tenant. For relevant leases that began before 14 October 2022, ratings E, F or G require a correction factor.

3. Gather the available evidence

Create a file for each home, with sections for insulation, windows, heating, hot water and plans. An invoice or technical sheet may document something hidden once building work is complete. The assessor checks whether each item can be used; no individual document guarantees a better rating.

In a co-owned building, ask the managing agent for information about shared building elements and communal systems. Keep a list of documents received so that different people do not repeat the same search.

4. Make access straightforward

Inform the occupants and agree who will open each door. Check access to the boiler room if there is communal heating. Raise any access difficulties before the appointment so that arrangements can be made in advance. The official guidance on certificates for homes explains the certification process.

5. Review the file and plan what comes next

When you receive preliminary information, flag factual mistakes or missing documents. Ask for an explanation of the recommendations before choosing building work. A certificate does not replace a detailed technical study or a contractor’s quotation. Also check available regional support when planning the project, rather than assuming a grant will be awarded.

Keep certificates, plans and evidence together afterwards. For a co-owned building, a readable summary for each home helps the managing agent, owners and professionals work from the same information.
