PEB, audits and renovation: prepare your co-owners’ meeting

Prepare a Brussels co-ownership meeting with clearly separated PEB findings, building summaries, technical questions and proposed decisions.

A list of PEB ratings does not always explain what a co-ownership needs to consider at its general meeting. Owners want to understand the shared building elements involved, the uncertainties, the budget to investigate and the decision requested. Preparation starts by distinguishing the available documents and the confidence that can be placed in each proposal.

Name the documents accurately

A PEB certificate describes a home under the regulatory method. An educational building summary brings apartment findings together. A feasibility study examines a technical option, while a contractor’s quotation describes and prices work. These documents can support one another, but they are not interchangeable.

“Energy audit” also needs a precise definition. Brussels’ audit framework includes schemes concerning large companies and environmental permits. Do not infer a universal audit requirement for every apartment building simply because it is co-owned. Ask which audit is proposed, which method applies and what question it is intended to answer.

Present findings without promising a result

Organise the presentation around the roof, façades, lowest floor and communal systems. For each element, separate evidence, observations and unresolved questions. A documented roof improvement and an undocumented side wall should not be presented with the same degree of certainty.

Show which apartments connect to each element. A diagram can be easier to understand than repeated tables. RedToGreen’s educational building model demonstrates this approach. Define the decision the meeting needs to make

Write the proposed decision in one sentence before preparing slides. Are owners being asked to complete the evidence file, commission certificates, order a study or request contractor quotations? Combining these stages can make a project appear settled when its feasibility has not yet been checked.

Four questions for each proposal

The managing agent handles the agenda and decision process under the rules applicable to the co-ownership. Technical presentation material does not itself determine voting requirements or the allocation of costs.

Check the regulatory position when deciding

The Region is changing its PEB framework and provisions concerning co-ownerships. Check the regional texts and commencement information when defining the assignment. An announced reform, adopted legislation and a requirement currently applicable to a particular building are different matters.

A general deadline or commercial package should not be presented as proof that all current or future obligations are satisfied. The educational summary offered here is not described as a future statutory report. If a specific regulatory document is required, confirm its scope and the professional qualifications needed.

Keep the next steps clear after the meeting

Maintain a short record of each decision, responsible person, expected document and next date. Keep dated presentation material with its supporting evidence. Where a study or quotation still needs to test an assumption, retain that qualification in later discussions.
