Existing PEB certificates: what should a Brussels property manager check?
Check apartment references, certificate validity and recent works before commissioning a PEB campaign for a co-owned building in Brussels.
A co-ownership wants to review its energy certificates. Does every apartment need a new PEB certificate? Start by taking stock. Some owners already hold a usable document, others have completed work and a few files cannot be found. A clear inventory helps define the assignment instead of treating every home as an identical case.
Find the document and match it to the home
Request a complete copy, including its reference and every page. Check the address, floor and details identifying the apartment. Where a building has several entrances, an approximate reference can attach a neighbour’s certificate to the wrong unit. Keep the original document rather than a screenshot of its rating alone.
Brussels Environment provides access to the register of residential PEB certificates, searchable by address or certificate number. Use it to support your checks and compare the results with the owner’s file and actual property. If identification is unclear, seek clarification before deciding that no certificate exists.
Check both the date and subsequent changes
A residential certificate normally has a ten-year validity period. Work or newly available evidence may nevertheless justify a review before that period ends. The regional certificate guidance explains why an update may be useful after energy-related improvements. A recent date alone is therefore not the full assessment.
List known changes since issue: roof or wall insulation, replacement windows, alterations to the home and changes to equipment. Identify whether they affect private or shared elements. One communal project may be relevant to several homes without producing the same effect in each certificate.
Sort the inventory into four practical categories
- Document found and apparently consistent: retain it and confirm its suitability for the intended purpose.
- Expired document: establish the renewal need and its priority.
- Document found, changes to review: provide evidence of the works and request advice.
- Missing or uncertain document: continue the search before fixing the final assignment.
Include a next action and a responsible person. “Complete copy requested from owner” is more useful than “PEB missing”. Agree a response date so that the clarified files can move forward while other questions are resolved.
Separate urgent transactions from collective planning
A flat about to be marketed and a building-wide preparation exercise may have different schedules. Tell the assessor about imminent sales or lettings. Check the requirements for each transaction instead of assuming that participation in a collective campaign postpones an individual obligation.

Request a quotation using verified needs
Provide the number of homes, certificates already found and situations requiring review. Ask for a clear list of included apartments and deliverables. If the scope changes after the inventory, agree any effect on scheduling and price before the work begins.
Do not promise owners a better rating during preparation. An updated certificate describes the property under the applicable method; improvement is not guaranteed.
